Limitless?!

If a speed limit is say 100, why are we allowed to go to 119 before being flashed??  Surely the limit should be the limit? A very simple concept I think?

    There has to be some allowance for discrepancy between different speedometers etc.

    I thought the spped limits were just advisery notices...
